Government of Allure

The Emperor rules Allure with an clenched fist, however as complicated as running a country built by ageless undead is, he oversees a series of groups which control and overview the running of the empire. Despite his lich-hood, he is not completely narrow-minded, and consults with his advisors.

Cabals: The empire has forms cabals which oversee aspects of the logistics of running the empire, these Cabals in return report their actions to the empire and his inner Konklaive. Members of Cabals are consider Royalty and apart of the empire. When a new seat opens on the cabals new members are selected. The number of members of a cabal is directly reflective of the work needed to be done.

Cabal Sizes: Cabals are as large as they need to be, and thus vary in size and their size must able to be justified to the emperor. 

Cabal of War:( 8 Members) The Cabal of War handles the training and deployment of Allure’s military, their oversee allure’s military orders.

Cabal of Commerce: ( 38 Members)This cabal handles all matters of trade both exports and imports.

Cabal of Diplomacy:( 200 members) This Cabal handle Allure’s relations with the outside world, they deploy agents to act as the cabals eyes and ears. it is assumed that the Cabal not only trains diplomates but spies as well.

Cabal of State Relations:( 29 members) This Cabal is established to keep the states working together and keep conflict between them to a minimum. They also oversee the Taxing of the states.

The Royal Court:( 5 Members) While not a functional cabal, this Court is made of the highest judges and tries high crimes and works to revise the law of allure known as the Emperor's will.

Cabal of Preservation: ( 50 members) This cabal handle record keeping, the preservation of history, art, lore.

Cabal of Magic: ( 15 members)This Cabal is made of the highest experts of magic, sorcery and the planes. They constantly watch and monitor the flows of the magic across the world and report back to the Emperor.

The leaders of the 7 Cabals form the KonKlave, which is the Emperor's most trusted Advisors, often the emperor will allow the 7 to vote on issues in his place while he attends more important matters.

Each of the States of Allure is its own self contained government, They each are required to provide taxes for the empire, as well as their own legal system, and finally they report their actions to the Cabals, which then report it to the emperor. Only the direct ruling family of a State would ever contact the Emperor directly. 

Obviously the political power of any of the states relies on it’s relations with it’s cabals and the number of members of each cabal. And thus the constant political shifting and grabbing for power. As political gridlock ineffectiveness due to disagreement can be consider treason by the emperor, politics in allure can be a highly deadly game.

The ruling family house of each state is considered Allurian Nobility as well. 

Titles: Allure uses a number of titles, with some differences as an empire. On the whole it uses a cast system as outlined below. Players making characters from allure will need to buy title in accord with one of the 13 houses. As Allure’s military also acts as its police, while its Judicial titles double as military titles and ranks.

Knightly orders operate outside both the nobles and the military for specific purposes.

Noble Title, Each house may or may not have additional lesser houses which under the banner of the state ruling house. Some of the Lesser mortal houses, or older failing houses make alliances to secure power. If a players wishes to be a member of a lesser house, not mentioned in the below write up. Contact the plotteam, you will need to write up your own house and provide information, which the plot team may or may not modify to fit setting, or history. 

Cacula: these nobles aren’t really nobles they work in service of another noble, or member of their house. Their title means “ in service to” Generally, they attend to the needs of a Lord or Lady
Magister: a member of a ruling or noble family of one of the states, or your family has gained the right to proxy them on matters of the empire
Dominus: highly ranked nobles who have prove years of loyal service, are given direct control over an aspect, or area for a state of a noble house.
Count/countess or Cabalite: Counts of countess are the oldest members of the noble houses, and are often more politically involved in the matters of the empire and their state, they are inline to take ownership of the state should it fall to them. Cabalites are nobles who work directly for a cabal member, they have sworn loyalty to the empire over their own house.
Vicars/Vicaress, High Lord/High Lady, Cabal member. High Lords and Ladies directly rule their states, only two are allowed per state. All other family members or those who have right to rule their state are Vicars, Cabal members are members of a cabal.

Judicial/ Military system - In Allure the Judicial system also works as the militaries for each state. During times of peace,(which are few) they are the enforcers of the laws of the states. During times of war they form the rank and file for armies of Allure, Some states require all able men and women to take the rank of Sworn Each state may use different terms or names for all the ranked listed below. 

Sworn Auxiliaries : Sworn are just men and woman who have sworn oaths of to their state. They are called on by the law to help with matter of justice, they also may be called on by lords and ladies of their house for official state matters.
Constables/ lower officers: Constables are keepers of the law, they run the prisons of allure, make arrests where they can. Officers form all the military ranks from beyond the footsmen of the armies. They focus on keeping order among the troops, and specializing in areas of warfare. During times of peace, Officers help investigate crimes across the state, and work with constables on dealing laws with nobles.
Centurions/ Barristers,
Centurions are ordered with enforcing law over large areas of the state, and able to not only arrest but punish for crimes inside their state. Centurions must be able to take to task, and most of them are highly martial proficient fighters or skilled mages. Centurions, in times of war, form elite units grouped by their fighting styles and skill sets.
Barristers- are legal practitioners who may argue case for those accused of a crime. They debate and rule of law set by the ruling house of the state. Barristers swear loyalty to the empire over their own houses, meaning that they becomes the eyes and ears of the empire inside the states themselves.
Pretorians- Pretorians are law officers and high ranking military commanders They oversee the law, or military deployment for an entire state. In times of peace they are charged with making sure all the state is ready for deployment in case of war or attack.
Orators: Orators are extremely rare, they are supreme masters of law in allure, they are versed in all the politics and noble rites. Some Orators attempt to head off issues which could lead to major conflicts between important nobles and states. They are granted power by the emperor so that there is a power that does not get boggled by the politics of the Land. If needed to an Orator will carry documents issued by the emperor himself, in this fashion they are allowed to present and speak for the emperor

Dreadguard are the Emperor’s hand and will in the Empire. Their rule and judgement is final.They carry out judgements and punishments handed down by the emperor

Knightly orders: Knightly orders are special as they are not tied to any one state and serve a single purpose of cause. Unlike many of it’s neighboring countries, Allure has only three military orders of it’s own while allow some of the outside militant orders to operate inside it’s broaders,( Detailed in another section). Knightly orders are licensed to work any where in the empire their business takes them. A knight is given a charge by the empire, and swears an oath to uphold his charge. In rare cases a few Knights may be given title as a knight of a house, of a knight of the empire in which case the knight is appointed by the Emperor himself. 

Aspirants: work under a knight but has not take the Oath of their order. Often non nobles, or men of station must prove themselves as Aspertants, or find a knight willing to sponsor them.
Squire: squires are knights in training, helping a knight in all his tasks and duties,
Knights: In Allure, knights are no small measure. They are elite fighters of infallible character. They act at all times with purpose, they work with efficiency for the goals of their order. Knights may often work alone and must be able to handle themselves without constant support or reinforcements
Akkadones/champions: In rare cases a Knight, having served his order for long ages, will be granted title of Akkadone or champion. A champion is a knight who can represent their order anywhere in the world, they deal with challenges, or issues where more then a Knight is needed. Champions focus on raw physical power and iron resolve to complete tasks no matter the difficulty. Akkadones are commanders of the order overseeing training and deployment of the knights. Akkadones will represent matters of courts or cabals for their orders.
Generals: all orders have a single commander who oversee their Order, or the order’s deployment in allure. Their actual titles are lengthy and differ from order to order.
